The best times to bring on taxes and cesses are when the companies/ people are doing pretty well. Incase government comes out with some measures right now would be palatable. May be 3 months down the line might not since the sales figures for these companies may not be showing above expetected growth.
Longer term anyways the fuel prices are going higher and some alternative for liquid fuels need to be present otherwise the world would just undergo sporadic bursts of monetary infusion induces highs coupled with sharp dips because of the inherent nature of the money induced bump in business and financial cycles.
